Customs-Trade Partnership Against Terrorism (C-TPAT) is a multi-layered cargo enforcement strategy that works independently with the public-private sector partnership program for U.S. Customs and Border Protection (CBP) to strengthen international supply chains and improve United States border security. C-TPAT Trade Compliance program is an evolution of the former Importer Self-Assessment (ISA) program. A major objective of the program is to increase importer compliance and the flow of legitimate cargo into the United States. The CTPAT Trade Compliance program was established to ensure compliance with the regulatory requirements laid out by Customs and Border Protection (CBP) and other government entities in order to offer trade benefits as part of the partnership. Launched in November 2001, the program now includes more than 10,700 partner companies and covers the gamut of trade communities (the importers, exporters, border-crossing highway carriers, rail, air, and sea carriers) to build cooperative relationships that strengthen and improve the overall International Supply Chain and U.S. border security. The U.S. Customs and Border Protection (CBP) has categorized the core elements of C-TPAT into three parts: Physical Security, Corporate Security, and Procedural security. Physical Security of the organization includes the installation of a camera system near all the sensitive areas of the premises like the cargo handling areas/loading unloading areas, server rooms, storage areas, checking packing areas, and entry/exit points. Following that, Corporate Security plays many key roles within an organization, such as risk management, crisis management, information security, crime detection, fraud deterrence, investigations, and business continuity planning. Lastly, Procedural security ensures the integrity and security of processes relevant to the transportation, handling, and storage of cargo in the supply chain.
